Use the Meeting Options Button in Outlook : Accessing the meeting options through the Outlook ribbon bar, instead of directly through the Teams app, can sometimes resolve this issue.

I went to that site mentioned and it says a "Co-organizers can't make changes to a meeting before it starts." and I just tried it with someone and they weren't given an option to cancel the meeting.
