I think her deep, masculine voice is just a comic exaggeration meant to highlight how she doesn't fit into Moralton's standards for female desirability.

In a show about people who have some major character flaws, I always found her scenes refreshing not just because she's such a warm person but because she has a way of bringing out the best in others.
