If it does, then the chances of them being banned is a lot higher. selfbots, client modifications, and all of those - chances you get banned for it out of the blue are very slim. Before the reporting change, we used to work directly with Discord to have these people removed from the platform. And I can say we likely put people in jail, but I cannot confirm. After the change, we no longer could have direct contact with Discord, and the effectiveness of reports after that dropped to near zero.

Group vs Group fights can't be dealt with reports at all, it just has to be resorted to discord convos and ingame they can't ban everybody. If devs take away reporting, solo people have the power to go annoy groups of people and not have any action taken against them.
