It's phrasing is different due to the spell creating a sort of hazard area a target could get in and out of (unlike a bleed or burn type effect which can only be cleansed) So the tooltip can't say do x damage over x second because it doesn't know how long the target will actually be in the area.

In light armor (7 piece = +48% to all resistance wich means you only have a malus of 2% against fire) you will likely negate most of the harmful effect of the fire weakness, Add to that a racial bonus like breton or dark elf as well as amulet and you will actualy ignore the debuff if not be resistant to fire.

This post kind makes me want to take a second look with CMX. I found Gorne's Group Event harder because there's a couple attacks in there that can slap a DPS from full to 0.
