The home owner had another inspector (i dont know who it was) check his house before the warranty ran out. I can't ever recall seeing a missing grounding pin on any other plug. Maybe 6-15 and 6-20 plugs that are almost the same thing as 5-15 and 5-20's but even those are almost never missing.
