This is not unique to VW this happens with most auto makers. So in your comparison of slightly used Golfs vs. Civics it may be fine to talk about the VW not being quite as reliable, this does not neccesarily apply to the 98 and 99 Golfs.

Just looked online at my local VW store and they have a few Golf GTI 2.0T SE's for sale, a couple white pearl/black and a Moonstone Gray/black. I prefer the Moonstone Gray actually. Not a fan of the one piece tall front bucket seats but wouldn't be a deal killer by any means.
