Art Del Cueto, vice president of the U.S. Border Patrol Council, says Mexican drug cartels are typically behind these tunnels.

The tunnel was just over half a mile long and extended more than 1,000 feet into U.S. territory, border officials said.

U.S. Border Patrol agents shut down the construction of a 2,918-foot-long tunnel connecting Tijuana and San Diego with the aid of Department of Homeland Security officials and Mexican authorities.
