There are plenty of shops that rent motorbikes all around Chiang Mai and also most hotels will have motorbikes to rent

No i’m using my passport to rent the scooter. But when i ride and any police check i showed my indonesian license. But instead ASEAN country better bring your international license

Yes you can it depends where you stay. Its easy around 4 miles fro the city.
